Emergency services were called to the northbound lanes, north of the Borella Road bridge at Albury, about 8.30am on Wednesday.
A Volkswagen with P-plates, driven by a 20-year-old woman, crashed into wire rope barriers on the left side of the highway.
The vehicle was extensively damaged.

The impact was enough to lift the wire rope barriers.
It was unclear if the driver's head hit the windscreen, which smashed, but she had a bloodied bandaged head at the scene.
Traffic was slowed while the scene was cleared.
A NSW Ambulance spokesman said the woman was taken to Albury hospital in a stable condition.
