It comes after it was announced on Monday that Victorians would be allowed to take part in outdoor recreational activities in groups of 10 or less as of midnight Tuesday, with COVID-19 social distancing restrictions beginning to ease.
Gillies said while it was a good sign, there's still questions left to be answered.
"I need to see how that's going to look first," Gillies said.
"I'm very concerned at a club level how we're going to manage the red tape of restrictions.
"While I want to see a return to sport more than anybody, I don't want to do it if it's not done properly.
"We have to protect the health and wellbeing of everybody."
Gillies said the limit of 10 people would work in most cases for the Pigeon's netball teams, however, coordinating a time for each group may prove challenging.

The Ovens and Murray club had previously been training collectively before restrictions were imposed and had planned to break into more specific team training ahead of the season.
"I think with our numbers overall it would allow us to," she said.
"We may have had a couple of extras in our under-16 program, so we may have to look at how we would manage that.
"We now have two courts we can train on, but we're going to have to split and be very clear about who's training at what time so that we don't have too many people down there."
This season marked Gillies return to the helm of Yarrawonga's A-grade side after her last stint coaching 10 years ago.
She admits this isn't the way she imagined her return unfolding, with the season still on hold until at least May 31.
"It's frustrating I guess for everyone," she said.
"For us, we developed a really fit squad and had our first practice match against Echuca where all the teams that participated played really well.
"We'll be starting that all over again.
"I'm sure everyone else is feeling the same."
The Pigeons had welcomed a number of new inclusions this season, including former Lavington goal shooter Sarah Senini.
Gillies said the side has remained connected online during the COVID-19 pandemic in order to touch base with one another during the isolation period.
