Cr Bourke and Mr Butler were based in their hometown of Urana for the meeting conducted via video conference, but a Telstra network upgrade in the area led to the connectivity issues.
The meeting began at 9.30am and was suspended less than 30 minutes later before resuming at 11.30am.
Before the meeting was temporarily called off, Howlong-based councillor David Longley said he missed the first 15 minutes due to poor connectivity.

Prior to the shutdown, councillors discussed the recent decision to close the Corowa Target store and not be converted to Kmart as is the case in nearby Yarrawonga.
Council agreed to allow Cr Bourke and Mr Butler to consult with the building's owner and, if supportive, write to Target and parent company Wesfarmers and ask them to reconsider their decision on closure.
If unsuccessful, council will approach the building owner with an offer of assistance in finding a replacement tenant.
"Our thoughts are with the staff affected, that is first and foremost," Mr Butler said.
"Along with the owner who has to find a tenant, but our thoughts will be with the staff looking down the barrel of not having employment after next year."
Cr Bronwyn Thomas queried the economic impact of the closure with confirmation further information would be provided.
