The Upper Murray working party unveiled its proposal to form an amalgamated club in the Tallangatta and District league on Monday night.
A survey asking for feedback from the community has been released and is open until September 3.
"I think it is fairly divided and people are still making up their minds," Johnstone said.
"I don't want to sound like I'm sitting on the fence but I can see both sides of the argument."
One of the biggest issues facing the competition is the exodus of junior players and their families.
It has been revealed 30 junior footballers from the Corryong and surrounding area play outside the UMFL.
A further 15 juniors no longer play due to lack of opportunities.

Johnstone said it was a worrying trend.
"I've got three young kids," he said.
"If you can tell me under the current format where my kids will be playing their football next year and beyond, there is no reason to get rid of the Upper Murray.
"But nobody can.
"Most kids will be forced to travel to either Albury or Wodonga from a young age to play.
"How can our community survive with solely a senior competition and no juniors.
"I don't believe we can.
"If we joined the TDFL, the matches go for longer and there is more kids on the ground.
"You also only have to travel every second week."
