The "Indigo Shire Youth for Climate Action" group was launched after Zoom meetings with the youths and facilitators from Indigo Shire, along with Ms McGowan.
"While the council did consult with parts of the community on the development of their draft plan, no local youth were involved," the report stated.
"Everyone involved unanimously believed that young people are essential stakeholders in community discussions about climate change."
Their key concerned included a lack of youth and indigenous voices in decision making, valuing economic gain over environmental integrity, feelings of helplessness due to the slow response to climate change, and the impact of rising greenhouse gases on droughts, floods and bushfires.
