Changes recently passed in Victoria give members of the public access to Crown land sites along waterways, including the Murray.
The changes were due to come into effect this month but have been pushed back to September.
Rutherglen resident Lynne Riley is concerned the changes will threaten biosecurity, allow people to enter the public sites through private land, and lead to confrontations between property owners and trespassers.
She has also raised fire fears.
Her home is close to Crown land with concerns people could be camping right at her back door.

"There are 40 acres below us which hasn't had any maintenance in six years," Mrs Riley said.
"If there's a fire it will come straight to our house.
"People haven't been responsible in managing the land.
"Nobody seems to give a damn."
Mrs Riley, who lives at the Shaws Flat Road property with her husband, said she hadn't had any confrontations with campers.
"But it's getting more likely to happen," she said.
"The campers we used to get who were fairly responsible campers are getting fewer and fewer.
"People are camping for longer periods of time when they shouldn't be and nothing is policed.
"It's concerning that people are being encouraged to go to these places to camp even though there's a likelihood of fire because the areas haven't been maintained."
Two families camped in the reserve near their home for three months.
The Department of Environment, Land, Water and Planning last month discovered 87 unattended campfires after Melbourne's lockdown ended.
Mrs Riley said regulations had prevented her from making fire breaks and she has seen fuel loads build up.
The government is seeking input ahead of the changes coming into effect next year.
Under the plan, which was a government election commitment, nearly 26,000 kilometres of Victoria's Crown land water frontages will be opened up for camping and fishing.
