It comes after 30 additional community transmission cases in Sydney, including transmission beyond northern beaches.

Mr Andrews reassured border residents they would have free movement between the states as long as they show their driver's licence.

"The road border will be a hard border, there will be 700 members of Victorian police who will have various checkpoints, many, many checkpoints along the NSW-Victorian border," he said.

"For local communities, all the local government areas on the NSW side of the border and on the Victorian side of the border will have freedom of movement simply by showing your drivers licence to establish where you live."

Residents living in Alpine, Benalla, Bendigo, Buloke, Campaspe, East Gippsland, Gannararra, Indigo, Loddon, Mildura, Moira, Shepparton, Swan Hill, Towong, Wangaratta, Wodonga and Yarriambiack can cross freely.

As can residents from Albury City, Balranald, Bega Valley, Berrigan, Broken Hill, Edward River, Federation, Greater Hume, Hay, Lockhart, Murray River, Murrumbidgee, Snowy Monaro, Snowy Valleys and Wagga Wagga.

People travelling from Greater Sydney and the Central Coast have until 11.59am on Sunday to return to Victoria other they need to attend hotel quarantine for 14 days.

Victorian residents who return to the state before 11.59pm on Monday must quarantine for two weeks at home.

Mr Andrews said a new permit system would be introduced, with recent permits now no longer accepted.

He said the border would be closed for as long as the public health need was there.

"There arrangements... will apply for as long as they need to but they will not be lifted in the next couple of days," he said.
