The Border outfit requested a postponement of the away game against Wagga City.
"As of this afternoon, Victorians can't train, won't be able to play this weekend and won't be able to leave the (Border) bubble in particular," Steamers president Mick Raynes said.
"So that's anyone in the Army, anyone who lives in Wodonga. It affects close to half of our players. We could potentially get maybe one men's team together but we wouldn't have a functioning front row. It would be dangerous if we tried to go down that path.
"We're not in a position to field the three teams and I know our women would be down to five players.
"We are dependent on Wagga City and we've let them know tonight at 6.30 that we'd like to postpone the game."
Given the likelihood of the Steamers wanting to postpone the game earlier in the day, the game's governing body - Southern Inland Rugby Union - had made plans.
"If it is a situation where they can't play this weekend, we'll look to postpone to June 12, where we've got no game scheduled at all, or a game played midweek," SIRU competition manager Jack Heffernan offered.
Meanwhile, the Albury Thunder is scheduled to play away to Tumut on Saturday.
