Acting Premier James Merlino said Victorian had done an amazing job following the rules and getting tested.
He said the five reasons to leave home would no longer apply in Melbourne, but a 25 kilometre travel limit will apply.
In regional Victoria, outdoor public gatherings of 20 people will be allowed and two adults can visit a home per day.
Subject to a four square metres density limit, hospitality venues can serve 150 people, 75 people indoors, for seated service.
Masks can now be removed for hairdressing, beauty and personal care services.
Outdoor sport can return for all ages. Offices will remain capped at 50 per cent.

The announcement comes after Victoria recorded just one locally-acquired case of COVID-19 in the past 24-hours.
The new case is linked to the current outbreak and has been isolating during their infectious period.

The state's active coronavirus tally is at 83, down from 92 on Tuesday.
On Tuesday, Mr Merlino said the state was on track to have restrictions eased.
"We remain on track to later in this week announce, as we have said we have planned to do all along, further easing of restrictions in regional Victoria and careful easing of restrictions in Melbourne," he said.
