Deputy mayor Amanda Cohn attempted to re-visit her push for measures to combat speeding in North Albury in the urgent business section of the meeting after an earlier attempt lapsed due to the absence of a seconder.
Cr van de Ven, on a point of order, said it wasn't the right forum.
But mayor Kevin Mack allowed it to proceed with a seconder, Cr John Stuchbery, in place before Cr Darren Cameron chimed in with another point of order.
"I don't believe it's within our meeting code of practice to move substantive motions as items of urgent business," Cr Cameron said.
"You run the risk, respectfully, of conducting business other than what is in accordance with the (Local Government Act)."

Cr Mack said: "Thank you for the filibuster".
Following further information on the traffic issue from acting chief executive Brad Ferris, Cr Mack concluded the item without putting Cr Cohn's motion to a vote.
"Thank you Cr Cameron for helping me chair the meeting, Cr Mack said.
But Cr Cameron wasn't satisfied with the outcome.
"We are bound by the code of meeting practice and you have to rule on my point or order."
Cr Mack fired back stating he had accepted his point or order.
"It wasn't put as a motion and I said that," he said.
"If you just used the two things on your head to listen you would have heard that."
