This morning, Victorian Premier Daniel Andrews announced a suspension of the red zone permit program.

Currently all of NSW and the ACT are classed as red zones by Victoria.

The red zone permits allowed Victorians who were in red zones to return home provided they self-isolate at home for 14-days upon arrival.

Mr Andrews said the two-week suspension of the red zone permits means only border bubble residents, people on compassionate permits and authorised workers can cross the border.

"Things are too unstable, too uncertain and quite frankly out of control, from a virus point of view, in Sydney and we need to protect Victoria," he said.

What does this mean for Border bubble residents?

The border bubble remains intact and unaffected by the change. Residents who live in the border bubble can still move between the states.

Can I enter Victoria?

Yes, NSW residents who live within border bubble can cross into Victoria, however must obey Victorian restrictions while in the state.

Can I go to Melbourne?

While Victorian authorities allow border bubble residents to travel throughout the state, NSW Health has declared anyone who travels beyond the bubble in Victoria must isolate for 14 days upon return to NSW.

On Saturday, NSW Health announced anyone travelling to NSW who has been in Victoria after 12.01am on Saturday 17 July will be required to follow stay-at-home rules.

There is an exemption in place which allows border residents to travel within the border bubble but not beyond.

Can I travel beyond the border bubble in NSW?

Yes, unless you have been to affected parts of Greater Sydney, travel is not restricted with NSW.

Mr Andrews said he does not want to change the border bubble and unless there is a good reason, like evidence of cases coming from Sydney into the bubble, it would remain unchanged.

Mr Andrews said Victoria Police leaders remain very pleased with the 'soft' technology-driven border approach with roving checkpoints.
