Bronwynne Richardson was abducted in Albury on October 12, 1973, before being strangled.
Her body was found in a lagoon off what is now Waterview Road at Splitters Creek, and police believe the now deceased Colin Newey and at least one other man were responsible.
Max Martin was also linked to the incident, and Kevin Newman's involvement can't be ruled out.
All three men are dead.
Newey was charged over the incident but those charges were later dropped.

The inquest heard he was a violent sex offender.
Coroner Carmel Forbes will conduct a review of the case in early November ahead of releasing her findings at a date still to be set.
The review is largely administrative to check how the matter is progressing, and will not be open to the public.
