The first-term politician said he was looking forward to the opportunity of working with Health Minister Brad Hazzard and Regional and Mental Health Minister Bronnie Taylor.
The fresh job comes amid a major push to have a new Albury-Wodonga hospital.
"Obviously that's something I've been very much advocating on and will continue to do so," Mr Clancy said.
"There's an opportunity to work directly with the (health) department (in the new role)."
Two other MPs first elected in 2019, Liberal member for Goulburn Wendy Tuckerman and Nationals member for Dubbo Dugald Saunders were installed as ministers.
Asked if he had ministerial ambitions, Mr Clancy was indirect.
IN OTHER NEWS:
"It's a privilege to be a local member of parliament and to make any further contribution would be a privilege," he said.
The seat of Albury has not produced a minister since 1941 when United Australia Party representative Alexander Mair was NSW Premier.
Monday's reshuffle saw the government's other Riverina Lower House MP, member for Cootamundra since 2017, Steph Cooke elevated to the ministry.
The Nationals adherent is now Emergency Services and Resilience Minister.
The shake-up in the ministry follows Mr Perrottet taking over the state leadership after the resignation of Gladys Berejiklian as premier in October.
