Wodonga Council told residents in a letter they would erect temporary barriers to block right-hand turns from Lawrence Street and from Parkland Drive onto the bridge.
Infrastructure and projects manager Theo Panagopoulos wrote the reconstruction had "created a blindspot for traffic exiting Parkland Drive".
"This was an unintended consequence of the bridge change," he said.
"To improve the safety of the intersection, council will undertake works at the Parkland Drive intersection.
"A median will be introduced in Lawrence Street making entry and exit from Parkland Drive left-turn only.
"This treatment was recommended by an independent Road Safety Audit of the intersection."
Temporary barriers were installed on Wednesday "ahead of the installation of a permanent median in the New Year".
Residents like Gary Williams, who is 113 metres from the intersection but now can't use it to get into Wodonga, have been told to back-track to Primrose Way or take Brockley Street.
"I'll have to be heading down the street where the high school is and it gets very congested during school times," he said.
"Quite a lot of people with kids at the schools go along Parkland Drive - it will cause more traffic on the other streets."
Mr Williams said it was the metal safety barriers on the raised bridge blocking drivers' views.
"Even if you turn left onto Lawrence Street, there's still a blind spot and it's still dangerous," he said.
"There was one mirror in the middle of the road, it was something, but it's gone now."
Mr Williams said it was frustrating after not having access to Lawrence Street during the bridge reconstruction, which was four months behind schedule.
IN OTHER NEWS:
"The letter came four days before Christmas and a lot of people in the street are away on holidays," he said.
Those travelling from the CBD can still turn left to directly access Les Stone Park, but will have to join up to Brockley Street to return to the CBD.
Those coming from the west have been recommended to turn down Primrose Way, join Waratah Way and then Parkland Drive to reach the park.
