A magistrate has complimented a chronic alcoholic on his apparent improved health since his arrest for setting fire to his Albury public housing unit.

Gary Hobbs has been in jail, bail refused, since the fire about a month ago.
He had wanted live in a hotel or motel room, paid for out of funds administered on his behalf by NSW Trustee and Guardian, but this was refused.

"Well, you're looking much better today Mr Hobbs, it should be said," magistrate Richard Funston told the 51-year in Albury Local Court this week.
Previously, he emphasised the critical need for a care management plan for Hobbs, who has now pleaded guilty to damage property by fire and larceny.

Mr Funston told Hobbs this week he was "obviously affected by alcohol" when he set fire to his Department of Housing unit, causing what police said was a "significant" amount of damage to the exterior.
"I've had a very serious drinking problem for quite some time," Hobbs replied.
Hobbs had wanted to be sentenced, but Mr Funston told him he "can't do it today".
He ordered the preparation of a sentence assessment report for April 16.
