"Seriously, that was really serious offending," Richard Funston said after reading a police outline of the incident.
Dean Roy Wilson repeatedly threatened the workers, who were carrying out a high-pressure clean of the footpath outside Albury's Beer Deluxe pub.
IN OTHER NEWS:
The 50-year-old demanded they move the hoses used for the job, which had been cordoned off with warning signs.
Standing face-to-face with one of them, after pulling a container of petrol from a pram he was pushing, he warned: "I'll pour petrol on your face and light you on fire."
RELATED:
Mr Funston said Wilson, who claimed he'd just used cannabis, had been drinking and had also been sniffing the petrol, had to stop.
"He's just intolerable to the people in the Albury-Wodonga community," he said.
"When he's off his brain he would be absolutely terrifying."
Wilson was jailed in Albury Local Court for 12 months.
A non-parole period of six months will have him released on February 4, 2021.
"I think everybody needs a bit of a rest, Mr Wilson."
The sentence covers both the threats to the two workers and an incident on August 5 when he threatened a Centrelink security guard and found wearing stolen safety gear.
Wilson has a reputation for threatening strangers, stealing, swearing, spitting at passersby and damaging property.
Police received a call mid-morning on June 16 about a man, pushing a pram along Kiewa Street, who had threatened two workers.
Wilson walked past the pair three times, threatening to cut their water hoses.
One said "mate, were are working here" but Wilson wouldn't let up with his threats, which left them in fear on also smelling the fuel.
In the pram was a stash of suspected stolen items, including nails, a BOC acetylene bottle and a fire extinguisher.
Wilson pleaded guilty to two intimidation and one goods in custody charges over this incident.
